What moves your costs, your transit times and your cargo today.

Good morning. Risk is widening again in the Middle East just as Asia-Europe freight rates begin to ease. The maritime decline is useful in negotiations, but it does not yet offset uncertainty over insurance, surcharges and routing. In customs, the United States is preparing a significant change for low-value trade.

The figure: US$3,645/FEU Average spot freight rate on 7 October between the Far East and northern Europe, according to Xeneta.

United States holds liquidation of GLM Components parts entries

The figure: 45 days Mexico’s deadline to complete its review if it accepts the US request

On 8 October, the USTR activated the USMCA Rapid Response Labor Mechanism against GLM Components Mexico, an automotive components plant in Puebla. The United States has suspended liquidation of pending customs entries for goods from the plant while allegations of union interference and dismissals allegedly linked to union activity are reviewed.

Why it matters: Goods may enter the United States, but customs clearance is not finally liquidated, leaving scope for subsequent measures and bond adjustments. Under DDP, this customs risk normally falls on the seller; under FCA or EXW, it falls on the US buyer acting as importer. Manufacturer identification and the specific plant therefore become material before Mexican components are shipped to the United States.

What to watch: Mexico has ten days to accept the review and, if it does, must complete it within the announced deadline.
